The United Way is making a push to emphasize economic hardship.

The federal poverty guideline is generally understood but doesn’t give a complete picture.

As a tool, the concept of “Asset Limited, Income Constrained, Employed” (ALICE)can be used to include those above the poverty level but below complete comfort.

The results give a view into need for the region.

Among the findings, Winneshiek County has seen poverty level numbers stay relatively constant, according to data provided June 20 by executive director Deann Cook of United Ways of Iowa. Eight percent in both 2010 and 2012 went slightly higher to nine percent in 2014 and 2016.
